apt-build software package provides frontend to apt to build, optimize and install packages, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install apt-build
apt-build is installed in your system.
Make ensure the apt-build package were installed using the commands given below,
$ sudo dpkg-query -l | grep apt-build *
You will get with apt-build package name, version, architecture and description in a table
